One common ploy is to bribe the judge enough so that he will say that there is not enough evidence beyond reasonable doubt. This is where a jury system may be the fairer way to get convictions. Besides trial juries there are the grand juries that bring up indictments. Again the rich have a big advantage here if they can bribe the prosecutors not to bring up an indictment. Some like my friend, like Atty. Marlowe Camello and his friends in the University of the Philippines headed by Atty. Cita Garcia and Atty. Causing, believe that fairness and justice will be better served if we use a jury system.

Among the arguments against a Jury system is that it has been tried in the Philippines before and it did not work because the juror were not savvy enough or independent enough to give good judgement. Some think a constitutional amendment is needed for a jury system to be initiated. The jury does not have to be the American Jury system of twelve men. It can be modified to two or three members or some other number but one that works in the culture and circumstances that we have. Atty. Marlowe Camello has done extensive work and research on this.
