The title to this 10,818 square meter lot is now in the name of the Supreme Court.  The money to construct the Manila HOJ, P1.83 billion pesos, is now in the Land Bank, earmarked exclusively to construct the Manila HOJ.  I have here a copy of the title to the land, and the En Banc Resolution
earmarking P1.83 billion for the Manila HOJ from the existing
savings of the Court, with the corresponding Certificate of
Availability of Funds from our Chief Accountant.  So to the
justifiably skeptical among the Manila trial court judges who
have witnessed this groundbreaking several times before, I
assure you, as surely as the sun will rise tomorrow, the Manila
HOJ will finally rise on this site.
